ABC is developing a drama about a small town with a criminal justice system run by women of color

Greg Berlanti is reteaming with All American co-executive producer Nkechi Carroll on the proposed series set in a small North Carolina town. The untitled project revolves around a woman who leaves the big city to become police chef of Sutter, North Carolina, where she is astonished to discover the "unimaginable" -- a criminal justice system run entirely by women of color.
