Elsie Hewitt is seeking $1 million from the Shooter star, claiming he’s on drugs and that he assaulted her on the Fourth of July. Phillippe’s reps tell TMZ, she filed suit after the L.A. City Attorney declined to prosecute after investigating her allegations.
